A German Shepherd found tethered to a concrete block on a residential street in Woodburn, Oregon, has safely reunited with its family after a police investigation uncovered what happened during a recent storm.

According to the Woodburn Police Department, officers rescued the frightened dog and immediately provided food and water before taking it to a shelter for care. The dog was discovered stuck near a vehicle after severe weather moved through the area.

Neighbor Michael Bartone told local reporters he heard noises outside and found the German Shepherd trapped near the sidewalk. Calling himself a “dog guy,” Bartone stayed with the dog and gave it food and water while waiting for help to arrive.

“Not a safe situation for a dog,” Bartone explained. “I wanted to make sure it was safe.”

Police later asked the public for help identifying the dog and its owner. Days later, authorities confirmed the German Shepherd had escaped during the storm while still tethered outside.

The dog was taken to the Marion County Animal Shelter before finally being reunited with its family. Officials said the pet appeared to have received proper food, water, and general care at home, but the owner was cited for unlawful tethering under Oregon law.

State law limits how long dogs can legally remain tethered during a 24-hour period unless specific conditions are met.

Police also said community service officers would continue follow-up visits to ensure the dog remains safe. Authorities thanked local residents for helping identify the owner and assisting the dog during the frightening ordeal.
